Metal Mining SWMP Guidance Document <br /> Page 10 <br /> include a description of the results of any evaluation for the presence of discharges other than <br /> stormwater, the method used, the date of any evaluations and the on-site drainage points that <br /> were directly observed during the evaluation. <br /> A number of discharges other than stormwater may not require a CDPS Wastewater <br /> Discharge permit and are considered Allowable Non-stormwater Discharges. These are <br /> listed at Part I.D.3, below. Any of these discharges that exist at the site must be identified <br /> in the SWMP. <br /> In other words, only stormwater can be conveyed by the stormwater drainage system. Examples of potential <br /> illicit connections include the floor drains and toilets in maintenance buildings, chemical storage buildings, etc. <br /> Most illicit connections involve older buildings which were constructed when such connections may not have <br /> been prohibited. Therefore, management or tenants may have no knowledge of them. Cross-connections via <br /> broken lines or stoppages are also possible. <br /> There are several methods of determining whether or not illicit connections exist. Dry weather observations of <br /> outfalls or other appropriate locations is the most common method of determining whether or not non- <br /> stormwater discharges are occurring. Other acceptable procedures include analysis and validation of accurate <br /> piping schematics, dye tests, etc. <br /> In general, it is not anticipated that non-stormwater discharges will be a problem at most mine sites. <br /> Note - if illicit connections are discovered, corrective measures must be taken. <br /> The following paragraphs from Part I.D.3 of the permit and describe Allowable Non-stormwater Discharges. If <br /> any of these discharges exist at the site they must be identified in the SWMP. <br /> a. Except as provided in paragraph b, below, all discharges authorized by this permit shall be <br /> composed entirely of stormwater. Discharges of material other than stormwater must be addressed <br /> in a separate CDPS permit issued for that discharge. <br /> b. Discharges from the following sources that are combined with stormwater discharges associated with <br /> mining activity may be authorized by this permit, provided that the non-stormwater component of the <br /> discharge is identified in the SWMP (see Part I.A.3.d of the permit): fire fighting activities, <br /> uncontaminated natural springs, and irrigation return flow. <br /> In other words, the water being conveyed,by your storm drain system can only be composed of stormwater or <br /> runoff from fire fighting activities, unless the SWMP identifies any of the other sources of flow <br /> (uncontaminated natural springs, irrigation return flow) as being a component of it. <br /> S. Comprehensive Inspection <br /> The SWMP shall identify qualified personnel that shall inspect designated equipment and mine areas <br /> at appropriate intervals specified in the plan, at least twice a year(in the spring and fall). The <br /> operator shall keep a record of such inspections. This record shall be made available to the Division <br /> upon request and summarized in the Annual Report (see Part I.E.I of the permit). <br />
