Kits should contain the appropriate clean-up materials applicable to the materials stored <br /> at the site. <br /> f. Employee Education - The SWMP shall describe employee education programs to inform <br /> personnel at all levels of responsibility of the components and goals of the SWMP. Education <br /> should address topics such as spill response, good housekeeping and material management <br /> practices. The SWMP shall identify periodic dates for such instruction. <br /> In order to make the SWMP an effective management tool, personnel must be informed of the procedures and <br /> how they are to be implemented. The permit regulations require that facility personnel be trained periodically. <br /> Any training session should include actual field observations of the BMPs being discussed. <br /> As a guide, at average sized facilities, staff training should take place at least twice a year. If the facility is <br /> subject to seasonal shifts in workload, training should take place immediately prior to the onset of the heaviest <br /> critical activities. <br /> The length of time required for the training sessions is a function of the size and complexity of the facility, and <br /> the level of intensity of industrial activities. <br /> The following is a sample SWMP training program outline: <br /> I. Introduction to NPDES Stormwater Permits <br /> A. Background information <br /> B. Status of the permit <br /> II. Stormwater Management Plan Components <br /> A. Spill response and clean-up procedures <br /> B. Good Housekeeping procedures <br /> C. Best Management Practices <br /> 1. What they are and where they apply <br /> 2. Implementation <br /> 3. Maintenance <br /> D. Inspections <br /> III. Reporting and Record keeping <br /> IV. Enforcement <br /> The training sessions should be attended by critical staff involved in any of the activities discussed in the BMP <br /> section. This would include all levels of personnel involved in operations and maintenance. <br /> New or temporary personnel and contractors working at the facility also need to be trained in the SWMP <br /> procedures as soon as possible. Contractors should be provided with a copy, as well as being informed that <br /> they are also liable for conditions set forth within it. <br /> g.
