Metal Mining SWMP Guidance Document
Page 11
(The following two paragraphs are from Part I.D.5 of the permit.)
a. Active Mining Operations. Qualified personnel identified by the operator shall make a thorough
inspection of their stormwater management system, at least twice per year (in the spring and fall).
Where semi-annual site inspections are shown in the plan to be impracticable because an
employee is not stationed or does not routinely visit the site, inspections as required in this part
shall be conducted at appropriate intervals specified in the plan, but never less than once in two
years. These inspections must be documented and summarized in the Annual Report (see Part
I.E.1 of the permit).
1) Disturbed areas and areas used for material storage that are exposed to precipitation shall be
inspected for evidence of, or the potential for, pollutants entering the drainage system. Erosion
and sediment control measures identified in the SWMP shall be observed to ensure that they are
operating correctly.
List the items to be inspected (manufacturing areas, fuel storage and transmission facilities, materials storage
areas, structural BMPs, SPCC effectiveness, good housekeeping practices, etc.). Sites with limited industrial
activity will have a correspondingly low level of inspection activity required.
Only the areas at the mine which are covered by your SWMP (see discussion, Item 2 above) need to be
inspected under this part.
Keep in mind that the semi-annual comprehensive inspections will need to be summarized and reported in your
Annual Report.
6. Consistency with Other Plans
SWMPs may reflect requirements for Spill Prevention Control and Countermeasure (SPCC)plans
under section 311 of the CWA, or Best Management Practices (BMPs)Programs otherwise required
by a CDPS permit, and may incorporate any part of such plans into the SWMP by reference. The
SWMP may rely upon information developed for other similar pollution control programs, including
the Mined Land Reclamation Plan. Appropriate portions of these other plans maybe incorporated
in the SWMP by reference, as long as a complete SWMP can be reproduced and submitted to the
requesting agency within the time frame specified in the request. Those portions of the referenced
documents must be included in the submittal. The SWMP must also be readily available to an on-
site inspector.
If the facility, or a portion of it, is already regulated through another program which requires such things as
SPCC plans or good housekeeping measures, these can be included by reference.
INACTIVE MINES including MINES SEEKING PERMIT TERNIINATION
Many of the elements of a SWMP for an inactive mine are similar to those for an active mine, but on a reduced
scale. See the previous sections for a discussion of these individual items. Item 5 below addresses specific
SWMP requirements for mines seeking eventual permit termination through mine-waste remediation.
