9 <br />"Three year rolling average" means for an existing recycling facility an <br />arithmetical average of the quantity (by weight or volume) of recyclable materials <br />recycled at the facility during the previous three calendar years. This average <br />shall be updated each calendar year. A new recycling facility shall use its first <br />year's quantity for its second year's quantity, and the average of its first two years' <br />quantities to calculate its third year's quantity. Thereafter it shall use the most <br />current three years' average. <br />"Tire" means a tire for any passenger vehicle, including any truck, weighing less <br />than fifteen thousand pounds, and for any truck, including any truck tractor, trailer, or <br />semitrailer, weighing more than fifteen thousand pounds; except that "tire" does not <br />include: <br />(1) Tires that are recapped or otherwise reprocessed for use; or <br />(II) Tires that are used for: <br />(A) Farm equipment exempt from sales and use taxes pursuant to section 39- <br />26 -716, C.R.S.; or <br />(B)A farm tractor or implement of husbandry exempt from registration <br />pursuant to section 42 -3 -104, C.R.S. <br />"Tire" as used in Section 16 of these Regulations means a pneumatic rubber <br />covering designed to encircle the wheel of a vehicle in which a person or property <br />is or may be transported or drawn upon a highway. <br />"Tire- Derived Product" means matter that: <br />(1) Is derived from a process that uses whole tires as a feedstock, <br />including, but not limited to, shredding, crumbing, and chipping; and <br />(II) Has been sold and removed from the facility of a processor. <br />"Total expenditures" means all expenditures excluding capital outlays and debt <br />repayment. <br />"Total revenues" means revenues from all taxes and fees but does not include <br />the proceeds from borrowing or asset sales, excluding revenue from funds <br />managed by the local government on behalf of a specific third party. <br />"Trace chemotherapy waste" means any empty container used to hold an <br />antineoplastic drug (except P- listed hazardous waste), and contaminated items <br />used with these drugs, such as gowns, wipes, or gloves. <br />"Transfer station" means a facility at which refuse, awaiting transportation to a <br />disposal site, is transferred from one type of containerized collection receptacle <br />and placed into another or is processed for compaction. <br />September 30, 2011 <br />0 <br />24 <br />
