• <br />materials handled at facilities licensed pursuant to the provisions on "Radiation <br />Control Act" in Title 25, Article 11, CRS. "Solid waste" does not include: (a) <br />Materials handled at facilities licensed pursuant to the provisions on radiation <br />control in Article 11 of Title 25, C.R.S.; or (b) Excluded scrap metal that is being <br />recycled; or(c) Shredded circuit boards that are being recycled. <br />"Solid waste disposal" means the storage, treatment, utilization, processing, or <br />final disposal of solid wastes. <br />"Solid waste disposal site and facility" means the location and /or facility at <br />which the deposit and final treatment of solid wastes occur. <br />• "Solid waste incinerator ash" means the bottom ash, flyash or air pollution <br />control residues and other residuals of the combustion process from the operation <br />of incinerator or energy recovery facilities managing solid waste. <br />"Source Separated" means solid waste segregated at the point of generation for <br />special handling, disposal, composting or recycling. <br />"Stabilization" means mixing of a solid waste with Portland cement, or a <br />combination of Portland cement and fly ash or cement kiln dust, to substantially <br />reduce the amount of soluble, miscible or suspended contaminants leached from <br />the waste. <br />"Structural component" means liner, leachate collection system, final cover, run - <br />on /run -off control system, or any other component which is used in the <br />construction and operation of the facility and are necessary for protection of human <br />health and the environment. <br />"Structurally rigid container" means a container capable of maintaining its <br />shape when unsupported. <br />"Surface water" means water that flows on the land surface, or is tributary to such <br />• water. <br />"Tank" means a stationary device, designed to contain an accumulation of <br />material, that is constructed primarily of non - earthen materials (e.g. wood, <br />concrete, steel, plastic) that provide structural support. <br />"Tank system" means storage or processing tank(s) and associated ancillary <br />equipment and containment system(s). <br />September 30, 2011 <br />23 <br />
