• <br />tattoo pens and toothpicks; broken culture tubes and culture dishes, regardless of <br />presence of infectious substances; broken and unbroken glassware that were in <br />contact with infectious substances (e.g., used slides and cover slips); disposable <br />trocars; and discarded unused or expired hypodermic needles, suture needles, <br />syringes, and scalpel blades. <br />"Sharps container" means a container that is closable, puncture resistant, <br />leakproof on the sides and bottom, and labeled or color coded in accordance with <br />the Occupational Safety and Health Administration (OSHA) requirements. <br />"Shredded circuit boards" means shredded electronic circuit boards that: <br />(a) Are stored in containers that are sufficient to prevent any release to the <br />• environment prior to recovery; and <br />(b) Do not contain mercury switches, mercury relays, nickel- cadmium batteries, <br />or lithium batteries. <br />"Significant" means, in the context of differentiating between liquid or semisolid <br />waste streams, a difference of one order of magnitude in the concentration of any <br />constituent. <br />"Site" or "solid waste disposal site" means the location for a facility chosen <br />based upon geologic, hydrogeologic and operational considerations. For the <br />purpose of Section 5.5 of this regulation, "site" means the area or areas where soil - <br />disturbing activities are occurring or will occur. <br />"Site boundary" means the outermost perimeter of a solid waste disposal site <br />and facility, as designated pursuant to the Act. <br />"Sludge" means any solid or semi -solid waste generated by municipal, <br />commercial, or industrial wastewater treatment plant, water supply treatment plant, <br />or air pollution control facility, that has been treated to obtain pathogen destruction, <br />odor control, or putrescibility control. <br />• "Soil- disturbing activities" means excavation, grading, tilling, or any other <br />mechanical activity used to disturb the soil. <br />"Solid waste" means any garbage, refuse, sludge from a waste treatment plant, <br />water supply treatment plant, air pollution control facility, or other discarded <br />material; including solid, liquid, semisolid, or contained gaseous material resulting <br />from industrial operations, commercial operations or community activities. "Solid <br />waste" does not include any solid or dissolved materials in domestic sewage, or <br />agricultural wastes, or solid or dissolved materials in irrigation return flows, or <br />industrial discharges which are point sources subject to permits under the <br />provisions of the "Colorado Water Quality Control Act ", Title 25, Article 8, CRS or <br />September 30, 2011 <br />• <br />22 <br />
