• <br />has been cleaned by another method that has been shown to achieve equivalent <br />removal, or the inner liner that prevented contact of the product with the container <br />has been removed. <br />"Encapsulation" means coating the surface of a solid waste with material such as <br />resins or plastics to substantially reduce the amount of soluble, miscible or <br />suspended contaminants leached from the waste. <br />"End User" means a person who uses processed waste tires for a commercial or <br />industrial purpose. <br />"Engineering design" means the analysis and design work prepared for <br />construction, operation and closure of a solid waste disposal site or facility which <br />may contain a preliminary report of design specifications, maps and plans drawn to <br />a convenient and common scale, provides site or facility operation plans and site <br />or facility closure plans, and contains all information and data otherwise specified <br />by these regulations. <br />"EP waste disposal facility" means a commercial solid wastes disposal site and <br />facility that accepts the deposit of EP waste. <br />"Excluded scrap metal" means processed scrap metal, unprocessed home scrap <br />metal, and unprocessed prompt scrap metal. <br />"Exemption" means, for the purposes of these regulations, that a facility shall be <br />free or largely free of some permitting obligation as specifically provided in the <br />Colorado Revised Statutes, 30 -20 -102. <br />"Existing landfill" means any landfill that has received solid waste as of the <br />effective date of these regulation. <br />"Exploration and production waste" or "EP waste" means exploration and <br />production waste, as that term is defined in section 34 -60 -103, C.R.S. EP waste is <br />currently defined as wastes that are generated during the drilling of and production <br />from oil and gas wells or during primary field operations and that are exempt from <br />regulation as hazardous wastes under subtitle C of the federal "Resource <br />Conservation and Recovery Act of 1976 ", 42 U.S.C. sec. 6901 to 6934, as <br />amended. <br />"Explosive gas" means methane or other combustible gases, generated by <br />decomposition in a facility for solid wastes disposal. <br />September 30, 2011 <br />E. <br />
