0 <br />"Deficit" means the total annual revenues minus total annual expenditures. <br />"De minimis quantities of used oil" as used in Section 16 of these Regulations <br />means small spills, leaks, or drippings from pumps, machinery, pipes, and other <br />similar equipment during normal operations; except that the term shall not include <br />used oil discarded as a result of abnormal operations resulting in substantial leaks, <br />spills, or other releases. <br />"Department" means the Colorado Department of Public Health and <br />Environment. <br />"Dewatered" means that the material has been subjected to a process that will <br />remove free moisture from the material as determined by the paint filter test. <br />"Disease vector" means any animal, insect, bacterium or virus capable of <br />transmitting disease, illness or harm to humans. <br />"Do- It- Yourselfer (DIY)" as used in Section 16 of these Regulations means an <br />individual who residentially generates "do- it- yourselfer" used oil. <br />"Do -It- Yourselfer used oil collection center" as used in Section 16 of these <br />Regulations means any site or facility that accepts, aggregates and stores <br />residentially generated used oil collected only from do- it- yourselfers. <br />"Dry Weight Basis" means weight calculated on the basis of material having <br />been dried until reaching a constant mass, resulting in essentially a 100 percent <br />solids content. <br />"Emergency" means an unexpected situation or sudden occurrence of a serious <br />and urgent nature that demands immediate action and that constitutes a threat to <br />life or health, or that may cause major damage to property. <br />"Emission" means the discharge or release into the atmosphere of one or more <br />air pollutants. <br />"Empty container" means a container or inner liner removed from a container <br />that has been emptied by the generator as much as possible using methods <br />commonly used to remove waste or material from containers (e.g., if the material <br />was pourable, then no material can be poured or drained from the container; if the <br />material was not pourable, then no material can reasonably be removed by <br />scraping). In the case of a container that held an acute hazardous waste, the <br />container is considered empty when the container or inner liner has been triple <br />rinsed using a solvent capable of removing the product, the container or inner liner <br />September 30, 2011 <br />• <br />
