Design and Operations Plan <br />Western Gravel E & P Waste Disposal Facility <br />3.7 FIRE AND SAFETY CONTROL <br />3.7.1 Fire Control <br />Prior to waste acceptance, part of waste characterization activities is flammability of the material. Materials <br />exhibiting flammability less than 140 degrees Fahrenheit will not be accepted for disposal at the facility. <br />Facility fire protection shall include the following. <br />• Informational signage stating that smoking is not allowed within fenced cell are as shall be posted at <br />the facility entrance. <br />• Soil shall be stockpiled and available for fire extinguishing purposes. <br />• Burning of wastes shall not be permitted. <br />• An attendant present during unloading shall enforce the no - smoking mandate and inspect loads for <br />evidence of potential fire hazard (e.g. petroleum liquids, smoke). <br />• Any fire occurring on the working face shall be extinguished using soil only. <br />• Fire extinguishers shall be maintained in working order in site equipment as a general safety <br />precaution. Equipment operators shall be trained to properly use fire extinguishers. <br />• In the event that equipment fires cannot be extinguished using a fire extinguisher, water may be <br />used. <br />• In addition to dust control, the facility water truck may be used for fire control p urposes, unless <br />otherwise noted above. <br />• Fire protection within facility structures (i.e., scale house), shall conform to local, state, and federal <br />codes. <br />• In the event that assistance is required, contact <br />3.7.2 Safety Control <br />o Meeker Volunteer Fire and Rescue: (970) 878 -3443 (business office), (970) 878 -0013 (Fire <br />House). The fire department telephone number shall be posted adjacent to facility <br />telephones. <br />Safety precautions shall be adhered to when working at the facility, especially when near equipm ent. Heavy <br />equipment travels the facility access road and will be maneuvering in relatively small landfill cell areas. In <br />addition, landfilling equipment may be operating simultaneously while loads are hauled into the cells. <br />Emergency telephone numbers (e.g. local hospital, health clinic, fire rescue and police departments) shall be <br />posted at facility telephones. <br />Personnel shall be provided safety equipment and associated training. First aid training shall be provided to <br />key personnel and a first aid kit maintained in the scale house. At the discretion of the facility supervisor and <br />in order to be available to personnel working in landfill cell areas, a first aid kit may be provided in <br />equipment to be used for landfilling purposes. Additional traini ng will be provided to employees in order to <br />help recognize hazardous waste. A Solid Waste Association of North America (SWANA) training program <br />or equivalent is recommended. <br />Informational warning signage shall be posted at the facility entrance and at a minimum include the <br />following. <br />• Facility contact information. <br />• Speed limit within the facility. <br />• No Smoking within fenced cell areas. <br />NWCC, Inc. <br />October 24, 2011 <br />Page 32 of 51 <br />
