It should be noted that the facility currently holds a stormwater permit as sociated <br />with gravel mining and aggregate processing operations. In addition to containing cell run -off, the ponds <br />will collect any associated sediment from cell areas. <br />The retention ponds will be included in the annual engineer inspection and maintenan ce conducted including <br />sediment removal, as warranted. The ponds will also provide a monitoring point for collection of surface <br />run -off water samples if required. The ponds will not be reclaimed following facility closure, but <br />beneficially used as water ponds for livestock and/or wildlife. <br />3.6 NUISANCE CONTROL <br />3.6.1 Litter Control <br />Because it is anticipated that soils will be the major waste stream, litter is not considered a concern; however <br />dust and debris is. Therefore, incoming loads must be covered. Inform ational signage must be posted at the <br />facility entrance and along access routes, as appropriate. <br />3.6.2 Vector Control <br />Since the proposed facility will not be used for municipal waste disposal and because of waste stream <br />characteristics, disease and nuisance vectors are not expected to be an issue. The waste will not be a source <br />of food and/or harborage of animals. <br />3.6.3 Odor Control <br />Placement of daily soil cover and dozer track compaction and/or alternative cover (e.g. Posi- She11TM) will be <br />used to minimize and control odors at the facility. Because of the remote location of the facility, odors are <br />not anticipated to be detected at elevated levels off -site that would be considered a nuisance. Potentially <br />explosive gases and volatile organic compounds (VOCs) are discussed in Section 3.13. <br />3.6.4 Dust Control <br />Dust and particulates will mainly occur through winds, vehicular traffic, in - coming loads, and facility <br />operations equipment. In order to control dust emissions, the facility access road shall be maintained, <br />vehicular speed shall be limited to 20 miles per hour (mph), and in -coming loads covered. In addition, a <br />water truck shall be used to wet access roads as required in order to minimize dust emissions. Water shall be <br />obtained from the site well located north of the gatehouse /scales, alternative potable water supply, and/or <br />surface water. <br />During periods of more than one hour of persisting high sustained winds greater than 40 mph or gus is 55 <br />mph or greater, landfilling activities may be suspended based upon particulate emissions, as determined by <br />the facility supervisor. Visible dust emissions beyond the COD are not allowable. In the event that dust <br />emissions are observed that may migrate beyond the COD, dust suppressants must be applied. Because of <br />the nature of waste and a LCRS to manage leachate, a minimum of water may be used for dust control and/or <br />an alternative cover (e.g. Posi- She11TM) may be used instead of water, as necessary. If dust emissions cannot <br />be controlled, work must cease until dust migration is mitigated. <br />NWCC, Inc. <br />
