Design and Operations Plan <br />Western Gravel E & P Waste Disposal Facility <br />• Authorized access only. <br />• Days and hours of operation. <br />• Landfill working face direction. <br />• Hazardous waste disposal prohibition ( "Will not accept hazardous waste "). <br />• Only E &P (e.g. drill cuttings, mud) and PCS wastes accepted for disposal. <br />3.8 WASTE SCREENING PLAN <br />The following waste screening plan will be implemented in order to minimize potential receipt of non - <br />exempt hazardous wastes at the facility and document accepted wastes. Current federal and Colorado <br />regulations exempt E &P waste from inclusion as hazardous waste. Other PCS may not be exempt based <br />upon the waste source. Although E &P wastes are relieved from regulation as hazardous wastes, the <br />exemption does not mean that if improperly managed these wastes could not be hazardous to human health <br />and/or the environment. The screening plan includes the following. <br />3.8.1 Random Inspections <br />NWCC, Inc. <br />October 24, 2011 <br />Page 33 of 51 <br />Disposers shall be informed of the exclusion of non - exempt hazardous waste disposal at the facility via <br />signage posted at the facility entrance and load tickets. In addition, patrons shall be informed that they are <br />subject to random load inspections and analytical sampling at the discret ion of facility personnel. <br />Random load inspections of commercial transport vehicles shall be conducted at a minimum rate of 1 % per <br />annum based upon total number of loads. Inspections shall be conducted to all loads in order to ascertain <br />that only permitted materials are being disposed at the facility and that hazardous waste is not hauled on -site. <br />In addition, the liquid content of waste shall be evaluated. The frequency of inspections may vary based upon <br />inspection results. Inspections shall be conducted in the landfill cell as the waste is unloaded. A dozer <br />and/or front end loader will be used to spread the material in order to provide visual observations of the <br />waste. If necessary, hand tools (e.g. shovels, rakes) shall be used to assist inspect ion activities. <br />In the event that a random visual inspection fails (e.g. unacceptable materials) and/or material appears <br />suspect, the material will be loaded into the transport truck and returned to the generator or segregated in <br />order to collect samples for characterization purposes (e.g. analysis), at the discretion of the facility <br />supervisor. In the event that material is returned, the generator shall be responsible for facility loading and <br />transportation costs. Waste that might be considered suspect includes but is not limited to the following. <br />• Containerized sludge, soil, liquids <br />• Unusually colored or textured waste <br />• General trash debris <br />• Empty chemical containers <br />• Waste that exhibits unusual odors <br />• Ash <br />• Unidentifiable materials <br />In addition to random inspections, waste will be visually inspected by the landfill operator during unloading <br />activities at the working face. Identified suspect materials will be handled in accordance with the above <br />discussion. <br />As part of random screening, composite samples will be collected and analyzed in order to compare with <br />waste characterization analytical results of the specific waste generator. The intent is to ascertain that <br />materials disposed at the facility are consistent with material characteristics presente d by the disposer <br />
