Construction Materials Regular (112) Operation Reclamation Permit <br />Application and Design and Operations (D &O) Plan Informational <br />Cross - Reference <br />(Western Gravel, LLC) <br />Exhibits Reference <br />Exhibit E- 6.4.5(1),(2) <br />(Reclamation Plan) <br />Exhibit F- 6.4.6(a),(b) <br />(Reclamation Plan Map) <br />activities will be constructed concurrent with mining activities, <br />see D &O Plan Section 3.5, Figures 3 and 4, and Appendix I. <br />Phase 1 of WCR Gravel Pit will be developed into a solid waste <br />landfill following mining completion. The landfill will only <br />accept energy and production wastes (e.g. drill cuttings and mud) <br />and petroleum contaminated soil. Development will be <br />conducted in a phased approach as each area of gravel pit is <br />mined out. Facility design and operations are discussed in the <br />D &O Plan Sections 3.1 through 3.4.8 and design details are <br />provided in Figures 4 through 6. <br />Final cover design of solid waste cells is discussed in D &O Plan <br />Section 3.4.9 and final grading plan of a typical cell is shown on <br />Figure 7 including cross - section details on Figure 8. Surface <br />water control details are shown on Figure 9. It should be noted <br />that because of recent CDPHE regulatory changes, the final <br />cover design will likely require certain modifications. However, <br />the general concept will not change. <br />Solid waste landfill closure and reclamation is discussed in D &O <br />Plan Section 5.0. Unless noted otherwise, several criteria (e.g. <br />weed control, seed mix, monitoring) discussed in Permit M -20- <br />08 -070 Exhibit E remain the same. Reclamation discussions of <br />the developed landfill are located in D &O Plan Sections 5.0 <br />through 5.6. The intent of reclamation is to return the property <br />ultimately to former historic rangeland use. <br />(a) The Phase 1 gravel pit footprint will be developed into a solid <br />waste landfill following mining completion. Development will <br />begin with Cell A and include stormwater retention pond 1 <br />located outside the gravel pit footprint, transition to Cell B <br />including a stormwater retention pond, and be completed with <br />Cell C. Stormwater control drainage ditches and retention ponds <br />and landfill cells are shown on D &O Plan Figures 3 and 4. <br />Landfill development phasing is shown on D &O Plan Figure 3A, <br />Figure 7 shows the final grading plan at completion of Cell A, <br />Figure 8 illustrates cross - section details, and retention pond 1 <br />construction details are shown on Figure 9. <br />It should be noted that Cells B and C and the additional retention <br />pond will be constructed similar to Cell A and retention pond 1. <br />However, until mining is completed in these areas, exact design <br />details will not be known. <br />2 <br />
