Construction Materials Regular (112) Operation Reclamation Permit
Application and Design and Operations (D &O) Plan Informational
Cross - Reference
(Western Gravel, LLC)
Exhibits
Exhibit G- 6.4.7(1 -5)
(Water Information)
Exhibit H- 6.4.8(1),(2)
(Wildlife Information)
Exhibit I- 6.4.9(1),(2)
(Soils Information)
Exhibit J- 6.4.10(1),(2)
(Vegetation Information)
Exhibit K- 6.4.11
(Climate Information)
Exhibit L- 6.4.12(1),(2)
(Reclamation Costs)
Reference
(b) The entire Phase 1 area will be ultimately returned to former
historic rangeland use. Stormwater retention ponds will remain
and anticipated to be used by wildlife and cattle as stock ponds.
(1) The operation is not expected to directly affect surface or
groundwater systems because of the robust engineering design
that includes triple liner, leak detection, leachate collection, and
stormwater control systems.
(2a) In accordance with CDPHE solid waste sites and facilities
regulations, surface and groundwater evaluations were
conducted. The closest surface water to the facility is the White
River shown on D &O Plan Figure 1 and an irrigation channel
shown on Figure 3. See D &O Plan Sections 2.2, 2.3.3.3, 2.3.3.4,
2.3.3.6, 2.3.3.8, 3.5, 3.10.2, 3.11, 3.12, and Appendices C and D
for surface water information.
(2b) Groundwater is discussed in D &O Plan Sections 2.2,
2.3.3.1, 2.3.3.2, 2.3.3.7, 2.3.3.8, and Appendices C and D.
(2c) Stormwater within landfill cells will be managed using
leachate collection systems, see D &O Plan Section 3.4.6. In
addition, stormwater will be managed using a stormwater run -on
and run -off control systems including ditching and retention
ponds, see D &O Plan Section 3.5.
(3 -4) See Permit M -20 -08 -070 Exhibit G.
See D &O Plan Section 2.3.4 and Appendix D;
See Permit M -20 -08 -070 Exhibit H.
See D & 0 Plan Section 2.3.2.2, Appendix B and D;
Permit M -20 -08 -070 Exhibit I.
See D &O Plan Appendix D and Permit M -20 -08 -070 Exhibit J.
Climate is discussed in D &O Plan Section 2.3.3.5 and Appendix
C and Permit M -20 -08 -070 Exhibit K.
See D &O Plan Section 4.9;
CDPHE 6 CCR 1007, Part 1 — Sections 1.8 and Appendix A
(Enclosed);
Based upon our understanding, financial assurance associated
with CDPHE and Reclamation, Mining and Safety to be
determined based upon Memorandum of Agreement between the
two agencies.
3
