The following cross - reference is intended as an aide in order to locate required information
contained in various documents. Information included behind exhibit title sheets is taken from
references given below. In the event that additional details are required, see the given reference.
It should be noted that the facility Design and Operations (D &O) Plan referenced below has been
developed in accordance with Colorado Department of Public Health and Environment (CDPEH)
solid waste sites and facilities regulations and subsequently approved by CDPHE. In addition,
the D &O Plan was revised based upon specific Rio Blanco County conditions and subsequently
approved by the Rio Blanco Board of County Commissioners and CDPHE. Because the facility
design is considered an alternative beneficial reclamation method, NWCC, Inc. urges
Reclamation, Mining and Safety to review the document in its entirety.
The Rio Blanco County Resolution No. 2012 -35 approving the conditions of the Certificate of
Designation (12 -1) (August 13, 2012) and Rio Blanco County Resolution No. 2012 -26 approving
Special Use Permit (11 -04) (June 18, 2012) for construction and operation as a solid waste
facility are included in the D &O Plan Appendix A.
