August 28, 2012 C- 1982- 057 /Seneca II -W Mine SLB <br />repaired the upper portion of 006 Gulch into stock tank T5. <br />FISH and WILDLIFE — Rule 4.18: <br />Mallards were swimming on Pond 005 and stock tank T18. Elk were bugling from the aspen stand above <br />Pond 016. <br />HYDROLOGIC BALANCE - Rule 4.05 ❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Stock Tanks T26, T27, T5, and T18 all held water. T20, T22, T24, T2, and T3 were dry. <br />Pond 009 was holding water approximately 2' below the riser top. Pond 015 held water about 2" below the riser <br />top. Pond 017 held water about 6" below the riser top. Pond 016 was discharging clear water. Pond 005 held <br />water 3' below the riser top. Pond 006 was discharging clear water. All embankments were stable and well <br />vegetated; primary spillways were functional, and emergency spillways were functional and erosionally stable. <br />The spoil spring east of Pond 016 was flowing approximately 3 -5 gpm. An excavator was placing rock at the <br />spring to reduce erosion /sediment transportation. The spoil spring east of Pond 006 exhibited extremely low flow, <br />trickling into Pond 006. <br />ROADS — Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br />Roads and road culverts and ditches were functional and in good condition. All culverts on the Mine <br />Entrance, A, G, J, and K roads were clear with stable outfalls. The lower portion of the Road A borrow ditch, <br />where it enters Culvert Al may need to be annored - minor gullies have formed in the area. <br />The straw wattles placed on the regraded slopes along the Mine Entrance road have been very effective at breaking <br />up rills and retaining sediment within the disturbance area, particularly along the repaired slide area and <br />reconstructed 006 Gulch section. <br />A culvert had been installed along the ramp up to the temporary topsoil stockpile east of Pond 016, through <br />channel PM -2, to facilitate access to the stockpile. If the operator intends to retain this culvert beyond the current <br />construction phase, design information must be submitted. <br />REVEGETATION — Rule 4.15 ❑ Vegetative Cover; Timing: <br />The operator indicated that 6,400 shrub tublings would be planted at the Seneca IIW and neighboring <br />Yoast Mines this fall. Tublings planted last year, in the vicinity of Pond 006 (east end) appear to have survived <br />the extreme drought this year.
