Roy Karo of <br />Seneca Coal Company was present during a portion of the inspection. Weather conditions were warm and dry <br />with occasional rain showers; ground conditions were extremely dry. Reconstruction of the Pond 016 drainage <br />area permanent channels was underway during the inspection. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were inspected on the morning of August 30, 2012. All were required records were available, as <br />documented in the latter part of this report. <br />BACKFILL and GRADING — Rule 4.14 11 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The operator was reconstructing the drainages in the Pond 016 watershed that were heavily damaged by <br />storm events in July of this year and the latter part of the summer of 2011. The operator was replacing rip rap <br />and erosion control matting in the drainages, using larger rock than before, without using filter fabric under the <br />rock. The rip rap consisted of a wide size range of rock material (2" - 24" in diameter) and was pressed into the <br />channel to fill voids between the rocks. Large rock check dams had been placed at intervals of about 50' along the <br />channels. An additional surge structure was being constructed at the upper end of PM -3, and another surge <br />structure had also been added in PM -2A. The operator also plans to construct gabions within the channels to <br />further reduce flow velocities. <br />Reconstruction of the drainages in the Pond 017 watershed was complete. All of the channels (PM -IA, -113, -1, <br />and -IC) were reconstructed as described above, and were in excellent condition. An additional surge structure <br />was added in upper PM -113, and Stock Tank 25 was reconstructed as a surge structure. T25 was converted to a <br />discharging surge structure to avoid saturating the unstable area at the lower part of the hillside above Pond 017. <br />Drainages on the north end of the permit area (Pond 005 watershed) were in excellent condition.
