August 28, 2012 C- 1982- 057 /Seneca II -W Mine SLB <br />Weeds were still problematic in areas of recent disturbance (areas seeded last fall, drainage channels, roadways), <br />but were significantly less prevalent than last year in the older reclamation. The operator indicated that weed <br />spraying operations would continue yet this year. If weather conditions allow, the operator should treat the Pond <br />017 area, particularly around the lowest surge structure (Stock Tank 25), and along the path between the shop and <br />well pump house. <br />The reclaimed areas between PM4D and PM5A were walked. Sagebrush was widespread in the area, with <br />occasional serviceberry and wood's rose plants. The upper 005 Gulch (above stock tank T18) was also walked. <br />Sagebrush is also extensive in this area, as well as serviceberry. In the lower section of 005 Gulch, just above <br />stock tank T18, boxelder transplants were thriving; some as tall as 6'. Sagebrush and rabbit brush were prolific <br />along the narrowed sides of Road G. Overall the vegetation on reclaimed areas appears to be diverse and exhibits <br />good cover; very few erosional features were observed. <br />The operator had placed rock ( -2" diameter) at the base of the Road J cutslope on the north side of Pond 016, in <br />preparation for seeding using rock as mulch, as outlined in Minor Revision 71. Initial observations indicate that <br />the rock mulch may be too thick to allow vegetation to emerge, but the operator indicated that the current <br />configuration was not final. <br />SLIDES and DAMAGE - Rule 4.12: <br />The downdrains of the Pit Ramp slide had been regraded and lined with erosion control fabric. Since the <br />Colorado Geological Survey (CGS) had initially recommended that the downdrains be filled with rock, DRMS <br />will need to consult with CGS to determine if the fabric lined drains are a suitable substitute for rock filled <br />channels. DRMS will provide additional infonnation under separate cover and/or document the outcome of that <br />consultation in a subsequent site inspection report. <br />TOPSOIL — Rule 4.06 11 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil had been spread east of Road J, in the regraded slide repair area. <br />DOCUMENTS RECEIVED DMRs and Quarterly Pond Inspections for 2nd Qtr 2012. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: I <br />Page 4 of 9 <br />
