August 22, 2012 C- 1996- 084 /Lorencito Canyon Mine JHB <br />The second bench had pooled some water and had not drained properly to the west side downdrain. This resulted <br />in breaching of the berm west of the previous gully repair and water spilling over the face of the fill. Although <br />this drainage did not form one concentrated gully, damage to the face of the fill occurred. NECC needs to repair <br />this damage to the fill face, berm breach and ensure proper drainage off the bench to the west downdrain. <br />HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4, Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13, Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ditches and ponds throughout the Lorencito Canyon Mine site show evidence of considerable runoff <br />based upon sediment deposition and water held in the ponds. Ditches functioned as designed and did not appear to <br />have breached. <br />Sediment was flushed from the concrete culvert. All sediment was contained within the ditch and sediment <br />control system. Ditches will need to be cleaned out again due to the recent sediment deposition. <br />Pond 9 and Pond 9A both held a small pool of water. Neither pond had discharged. <br />Pond 8 held water and was well below discharge elevation. Ponds 5, 6 and 7 were holding shallow pools of water. <br />None of the ponds showed any evidence of having discharged. All sediment ponds and sediment control ditches <br />appeared to have functioned as designed. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />Roads throughout the mine site held up well through the recent storms. Road ditches and culverts <br />performed as designed. However, considerable sediment was deposited in many- of the ditches and will require <br />clean out again. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />In spite of isolated erosion and gully formation, the mine site looks good after the recent storms. <br />Vegetation was showing some greening up and warn season grasses were setting seed heads. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Gully repairs conducted in July 2012 have yet to be seeded or mulched. This needs to occur this fall. <br />Seeding will need to occur on repairs to the newly observed erosion features this fall as well. <br />Few noxious weeds were observed throughout the site. Knapweed control on pond 6 is beginning to look effective <br />a few individual knapweed plants were observed on the west side of Pond 6. NECC will need to implement <br />additional weed control in the fall when the temperatures cool down, for effective chemical take up. <br />The Shrub plot still needs to be replanted. The Division recommends NECC consult with local plant experts, <br />BLM, Forest Service, private nurseries, regarding best management practices regarding planting techniques, and <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 12 <br />
