(1) <br /> In the mining permit application for regular operations submitted by <br /> Standard Metals Corporation on October 1, 1977, and approved by the <br /> Mined Land Reclamation Board on January 25, 1978, 140 acres was listed <br /> as the total acreage affected by the current operation. During the <br /> past year, an additional 3.2 acres has been affected by the mining <br /> operation. The newly affected lands exist outside boundaries described <br /> in the permit application and are divided between two locations. <br /> One site is at the American Tunnel Portal area, which previously was <br /> listed as having 10 acres of moderately disturbed land. An area of <br /> 1.2 acres of affected land also moderate in disturbance has now been <br /> added, bringing the total affected acreage at this site to 11.2 acres. <br /> See appendix A-1 for legal description, and Map 5 for geographical <br /> location. <br /> The second site is the Terry Tunnel area, which was not included in <br /> the original permit application because no measurable disturbance <br /> existed at this location at the time of application. However, due to <br /> increased activity at this portal, an area totalling 0.5 acre has since <br /> been affected, having moderate disturbance. (See Map 6 for geographi- <br /> cal location. ) <br /> These additional moderately affected acreages totalling 3.2 acres at the <br /> two portal areas can be reclaimed at minor expense, thus the present re- <br /> clamation bond set at $347,543 will be sufficient to absorb the addi- <br /> tional cost involved. <br /> Finally, during the past year of operation, Tailings Pond No. 4 has in- <br /> creased in size, and the total acreage now overlain equals 18.5 <br /> acres. This acreage approximates that projected in the mining permit <br /> application which equals 19.4 acres. (See Map 2.) <br /> (2) and (3) <br /> The Reclamation Plan (Exhibit E) outlined in the permit application for <br /> regular operations employed a three phase procedure for revegetation <br /> of affected lands having major disturbance (i.e. , active and inactive <br /> tailings ponds) . The three phases are: <br /> 1. Seedbed Stabilization <br /> 2. Pioneer Community Establishment <br /> 3. Successional or Climax Community Establishments <br /> Other affected lands having moderate or minor disturbance (e.g. , borrow <br /> or construction areas) require only the latter two phases mentioned above <br /> for revegetation. <br /> -2- <br />
