August 14, 2012 C- 1981 - 010 /Trapper Mine JLE <br />place 5 feet of spoil on top of the backfilled ash. Many of the pits were observed by the Division, the majority of <br />the area appears to have an excess of 5 feet of spoil material placed on the backfilled ash. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A blast was observed in the K Pit, all of the signals were followed and all of the access points were closed off <br />during the blast. No problems were observed. <br />FISH and WILDLIFE — Rule 4.18: <br />Deer and antelope were observed near several of the shrub clumps within the reclaimed F Pit parcels. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No Name reconstructed drainage was driven within the northern stretch of the drainage. Dense vegetation has <br />established within the drainage. The land surrounding this portion of the drainage has been Phase III released and <br />cattle have been allowed to graze inside the parcel. Given this, the side slopes around the water flow has been <br />down cut by their movements in some areas. However the area surrounding the channel appears stable and <br />functional in accordance with the approved reclamation plan. <br />The following ponds were inspected: <br />Ute was holding water but was not discharging. The spillway was clear of debris and appeared to be functional. <br />The impoundment was stable. <br />Deer was dry and not discharging. The embankment was stable and vegetated. The spillway is clear and the <br />flume is in place and functional. <br />No Name 44 was holding water and discharging. The standpipe spillway was clear of debris and functional. A <br />substantial stand of cattails have developed on the upstream end of the pond. It appears a large sediment bench <br />has developed near the inlet of the pond. Based on this, and the 2nd quarter impoundment inspection report, it <br />likely this pond will need to be cleaned in the near future. <br />No Name 45 was holding water and discharging. The discharge water appeared clear. Dense vegetation has <br />established inside the spillway and will likely need to be cleaned out. The Division could not locate the sediment <br />marker at this pond. However, the pond will need to be cleaned out to increase the sediment capacity and the <br />sediment marker will need to be replaced. <br />No Name 42 was holding water and discharging.
