Forest Service Road for which CWI has a Use Permit to haul coal by <br /> heavy trucks. The State of Colorado Department of Highways has <br /> ,jurisdiction from the junction of the Forest Service Road to the <br /> silos. The silos are again overseen by the Office of Surface <br /> Mining.
