There would be some adverse impact of local <br /> inflation as the increase in wages and taxes increases demand. <br /> These would be felt hardest on the aged, retirees, those on <br /> public assistance, farmers and ranchers, education employees, <br /> and government personnel . <br /> These unavoidable adverse impacts were identified in 1977 'for the <br /> CWI mining operation at an assumed level of production of _1.25 millions <br /> tons per year. They have at least partially occurred to date. <br /> Unavoidable adverse impacts in addition to those identified in EAR <br /> CO-030-7-79 include the noise and traffic hazard of transporting the <br /> coal by heavy trucks. The analysis in the original EAR considered coal <br /> transport by the conveyor, not by truck. Unavoidable adverse impacts <br /> after mitigation due to truck haulage of coal include a residual traffic <br /> hazard on Highway 133 and noise intrusion into the private lives of <br /> residents living along the haulage route. These would occur over time <br /> until the conveyor or other capital-intensive mitigation measure was <br /> built. <br /> Irretrievable or Irreversible Commitments of Resources Should the <br /> Alternative be Imp emented <br /> The EAR CO-030-7-79 and TE/EAR CO-030-9-34 identified commitments <br /> of resources in Chapter Seven. <br /> Additionally, specific commitments of resources would include the <br /> following items. <br /> Amortized <br /> Total 2D years/15% <br /> Cost of trucks, $560,000 $1,140,000 <br /> including maintenance <br /> Diesel used and cost 21,000 gal. @ 39,000gal. @ <br /> (gallons and BTUs) $1/gal . = $1/gal. = <br /> $21,000 $39,000 <br /> Labor 14.02 man years 26.04 man years <br /> Highway maintenance $950,000 $950,000 <br /> Loss of quality of life for residents along haul roads wring the <br /> interim truck haulage period. <br /> 23 <br />
