3. CWI has applied for permission to use tandem trucks on State <br /> Highway 133 which would double the coal hauling capabilities <br /> of each truck without significantly increasing the number of <br /> monthly trips from the mine to the train loadout. If such <br /> permission is granted, CWI will change to the tandem trucks as <br /> soon as possible. <br /> If CWI is successful in this attempt, which is strongly <br /> supported by the Delta County Board of Commissioners, then the <br /> impacts of interim truck haulage would be effectively the same <br /> as at present. <br /> When and if CWI successfully obtains a long-term competitive coal <br /> lease, CWI has committed to the following: <br /> 4.1. A conveyor or other permanent capital-intensive mitigating <br /> measure will be installed to minimize CWI' s hauling on State <br /> Highway 133 when a long-term lease is issued giving CWI the <br /> ability to finance such a measure. <br /> Unavoidable Adverse Impacts <br /> Unavoidable adverse impacts of this alternative would include those <br /> identified in EAR CO-030-7-79 and TE/EAR CO-030-9-34. A summary follows: <br /> A. Geology. Some subsidence would occur on the lease acreage. <br /> B. Air Quality. Some 20 to 30 tons per year of particulates <br /> would enter the airshed in the vicinity of the Orchard Valley <br /> Mine. This would not have a significant effect on air quality. <br /> C. Noise. Noise increases in the vicinity of the Orchard Valley <br /> mining operations would double from 1977 to 1987. Transpor- <br /> tation corridor noise would increase. <br /> D. Visual Resources. The Orchard Valley Mine and operations have <br /> visual impacts varying with the individual. <br /> E. Recreation. Impacts vary with visual impacts. <br /> F. Water Resources.- Minimal impacts due to total dissolved <br /> so ids increase would occur. <br /> G. Soil and Vegetation. Impacts vary with intensity of storm <br /> events during periods when bare soil is exposed. <br /> H. Wildlife. Stress would occur to wildlife on up to 22 acres of <br /> wirnT ter habitat. Some •30 to 50 deer would be affected. An <br /> unquantifiable loss of some habitat would be permanent. <br /> 22 <br />
