Relationship to Other Planning in the Area
Interrelationships with other plans and agencies with jurisdiction
have been discussed in Chapter One, "Interrelationships" of TE/EAR
CO-030-9-34. "Authorizing Actions" are also covered in that chapter.
The proposed increase in production from CWI' s Orchard Valley Mine
would be compatible with existing land use plans in the area. It would
be consistent with the multiple use objectives for coal leasing in the
North Fork Planning Unit as set forth in BLM' s Management Framework Plan
(MFP) for the unit- (completed April 26, 1974, and updated September 8,
1977).
With the issuance of the Federal Coal Management Regulations,
limitations on production were lifted, and CWI became eligible for
increased production under the new regulations.
The increase in production from 700,000 tons per year to 1.3
million tons per year would have no significant cumulative impacts to
Delta-County. Current and anticipated coal production from the North
Fork Valley as analyzed in the FWCCCES (p. 24-28) is occurring at lower
than the "mid-level production" curve (p. 26) that predicted production.
The increase would contribute to cumulative environmental impacts in the
North Fork Valley environment.
Energy Requirement and Conservation Potential of the Various Alternatives
This section consists of two tables, Table 5 and Table 6, which
show energy use in common units and BTU equivalents for the two alter-
natives. A short discussion of energy conservation potential exists at
the end of this section.
One area of improvement in energy efficiency of the CWI Orchard
Valley operation (apparent from the two tables) would be employee's
travel gasoline usage. This could be reduced by an increased emphasis
on car-pooling and a possible shuttle bus service. This has been
discussed by BLM with CWI officials. They have stated that employees
are encouraged to car-pool whenever possible. They have stated that
they are investigating increased incentives for car-pooling, and the
long-range possibility of some sort of employer-supplied transportation
using buses.
If the conveyor were to be constructed, the diesel fuel required
for the trucks would not be used.
24
