July 25,2012 C-1996-083/13owie No. 2 Mine JLE
Pond F was dry and the primary and emergency spillways were in place.
Pond B is full of water. According to Mr.Bear, they are waiting for the water to drop at this site in order to
remove excess sediment from the pond. This pond will need to be cleaned in the very near future.
Pond J was empty at the time of the inspection. The primary spillway pump was in place and the emergency
spillway was stable. The embankment was also stable.
Pond K was also observed at the Loadout facilities area. No problems were observed.
ROADS—Rule 4.031; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and
Maintenance4.03.1(5) and(6)/4.03.2(5) and(6); Reclamation 4.03.1(7)/4.03.2(7):
Many access roads to the Gob Vent Boreholes were observed,no significant problems were noted.
The main haul road is paved and well maintained.
RECLAMATION SUCCESS-Rule 4.15,Rule 3:
The Hubbard Creek Fan Site is in the process of reclamation. The road has been re-aligned further away from
Hubbard Creek. The former fan site pad area has been graded and the surface was left in a rough state. The area
has been mulched and seeded. Grass and forbs are more prevalent on the eastern side of the fan site. The western
portion of the fan site has very sparse vegetation establishment.
REVEGETATION—Rule 4.15;Regetative Cover;Timing:
Revegetation success at the Hubbard Creek Fan Site and at several of the reclaimed gob vent bore holes are
discussed above.
SUPPORT FACILITIES -Rule 4.04:
Gob Vent Borehole(GVB) 11-C was recently undermined and is ready to be reclaimed. The topsoil was marked
with the appropriate signs and silt fence was placed around the pile. The base of the GVB pad was also
surrounded by silt fence. Also adjacent to the silt fence,Bowie has placed slash from the brush grubbed from the
site prior to the construction of the GVB pad.
GVB I I-A was recently shut down. The topsoil stockpile was marked and surrounded by silt fence. Also, erosion
control material and fence equipment was stored on the pad.
GVB 12-C is an active borehole with a methane pump in place. The topsoil salvaged from the site was stockpiled
and marked with an identification sign. It appears cattle have knocked down some of the silt fence surrounding
this pad,the silt fence will need to be repaired or replaced.
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 7
