July 25,2012 C-1996-083/13owie No. 2 Mine JLE <br /> GVB 12-A is an active borehole with a methane pump in place and functioning. Topsoil has been stripped from <br /> the pad and silt fence has been constructed around the pad. <br /> GVB 12-B is an active borehole. The topsoil was stripped and marked with an appropriate identification sign. Silt <br /> fencing around this site is in need of maintenance. <br /> The Terror Creek vent shaft has been constructed. At the time of the inspection the footings for the escape hoist <br /> was in the process of being constructed. The pad where the shaft was constructed was stable and the storm water <br /> is routed to a side drainage lined with rip—rap. The face of the toe slope for the pad has been stabilized with <br /> erosion control matting. Grass has begun to establish on the face of the slope. The cut slope is stabilized with <br /> thick erosion control matting. <br /> GVB 7-D was recently reclaimed. The area has been graded,topsoiled, seeded and mulched. <br /> GVB 7-E was reclaimed last fall. No mulch was placed at this site and some grass has begun to germinate. <br /> The utility bench,upper and lower portal bench,wash plant area and coal stockpile pad was observed. No <br /> problems were noted. The subsoil and topsoil stockpiles were stable with vegetative cover. <br /> The loadout facilities area was observed. A train was loaded with coal that morning and was ready to be shipped <br /> offsite. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Many Gob Vent Boreholes were observed during the inspection. All of the active and non-reclaimed pads had <br /> easily identifiable piles of salvaged topsoil. In general silt fence was in place at the base of the piles. <br /> The subsoil and topsoil stockpiles were stable with vegetative cover along the main haul road. <br /> The topsoil and subsoil stockpiles adjacent to the proposed new gob pile area were stable with vegetative cover. <br /> The cover fill pile adjacent to Gob Pile No.4 to the east was stable with vegetative cover. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 4 of 7 <br />
