July 24,2012 C-1981-022/Elk Creek Mine JLE <br /> with rock rip-rap. The top of the under-drain was visible at the top of the refuse pile. Filter matting was visible at <br /> the top of the drain and extra material was stored at the top of the pile. <br /> The West Coal Refuse Pile was observed during the inspection. The face of the pile was stable and vegetated. <br /> Perennial grasses have established throughout the face of the fill,however a significant amount of Cheatgrass and <br /> Russian thistle has established on the face of the fill. The side drains of the refuse pile were in place and stable. <br /> HYDROLOGIC BALANCE -Rule 4.05; Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The East Yard Pond was dry and cleaned out. The entire previously placed sediment pond cleaning material has <br /> been removed from the pond and backfilled in the II West fill. <br /> Pond E was dry and the concrete dam face appeared stable and the spillway was in place. <br /> Pond C was dry and the concrete dam face appeared stable and the spillway was in place. <br /> Pond A was holding a small amount of water and appeared to be functioning. <br /> Pond B was holding water but was not discharging at the time of the inspection. The emergency spill was lined <br /> with rock and appeared stable. <br /> Pond D was holding water but was not discharging. Mr.Kiger indicated the primary spillway standpipe had been <br /> repaired. The trash rack was clear of debris. The face of the dam embankment was stable and vegetated. <br /> Pond F at the Hubbard Creek fan site was observed. The pond was dry and stable. The emergency and primary <br /> spillways were in place and appeared to be in working order. <br /> Many of the road ditches were observed during the inspection and appeared to be clean and functioning. <br /> ROADS—Rule 4.03; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6); Reclamation 4.03.1(7)/4.03.2(7): <br /> The East Yard Haul Road was graded and maintained. Oxbow was welding piping along the road temporarily. <br /> The West Valley Haul Road was also graded and maintained, a water truck was observed spraying for dust <br /> control. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> The former Hubbard Creek fan site was observed.
