July 24,2012 C-1981-022/Elk Creek Mine JLE <br /> vegetation observed was yellow and white sweet clover,however some perennial grasses and vetches were <br /> observed. Oxbow has conducted weed control spraying at the site for knapweed. <br /> The road to the former GVB-LW3-01 and GVB-LW4-03 was observed from Bear Creek Road. This road was <br /> reclaimed and appeared to have good perennial vegetation establishment. <br /> The road to the former GVB-LW 15-07 and 06 was observed. This road was reclaimed a few years ago and some <br /> perennial grass has begun to establish on the road. Tumble mustard was the primary vegetation observed on the <br /> reclaimed road. <br /> The former fan site at the far east end of the property was observed. According to Mr.Kiger,this pad site may be <br /> used for a methane power generation site in the future so the area has not been reclaimed. The topsoil stockpile <br /> was in place,marked and stable with vegetative cover. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The Elk Creek fan site at the north end of the facilities area was observed and no problems were noted. The <br /> sediment control ditches were in place and functioning. A pad site has been created at the north end of the fan site <br /> for a methane power generation site. <br /> The Bear Creek fan site was observed. Sediment and erosion control structures were in palace and appeared to be <br /> functioning. The new fan was running at the time of the inspection. In the future a possible methane power <br /> generation facility will be constructed near this site. <br /> Gob vent borehole GVB-LW7-04 was observed. The pad has been graded out and the bore hole casing has been <br /> removed. The topsoil stockpile was in place, stable and marked. Straw waddles were observed at the base of the <br /> pad. <br /> Gob vent borehole GVB-LW18-OIB was observed. This is an active well and the pump was functioning at the <br /> time of the inspection. The topsoil was stockpiled above the pad. The pile was marked and stable with vegetation <br /> established. <br /> Gob vent borehole GVB-LW 17-02 A,B and C was observed. Wells A and C appear to have been filled with <br /> cement. Vent B was disconnected from the pump,but did not appear to have been abandoned. The topsoil piles <br /> were stable and marked. <br /> Gob vent borehole GVB-LW 15-08 was observed. The well casings have been removed and the pad has been <br /> graded.
