9.3.3.1.9 Coal Storage <br />This facility provides live st~~rage of dewatered coal prior to its • <br />delivery by truck to the general loading facility at Lacy, Colorado <br />(appr. 3 miles west of Rifle) The structure is designed as a <br />temporary storage pad for as much as 35,000 tons of coal (Fiyure <br />9.2-3). A11 coal will be removed regularly, reducing the risk of <br />spontaneous combustion. <br />9.3.3.1.5 Loadout Facility <br />The loading facility to be used by NCIG is located on the north <br />side of the Colorado River at Lacy, Colorado, approximately 3 miles <br />west of Rifle, Colorado. The Lacy Loadout facility is part of an <br />existing industrial park (Clough Industrial Park) owned and <br />operated by the Denver and Rio Grande Western Railroad Company <br />(DbRG) (Figure 9.3-8) The industrial park consists of 5 parcels <br />which are presently leased to various industrial concerns, <br />including Valley Lumber and Ideal Basic Cement Company. The <br />loadout is an existing, but pre:gently unused, loading facility also <br />owned by the D&RG for general .Loading needs. As described above, <br />D6RG has agreed to lease 9.35 acres of the 7 acre facility to IJCIG <br />(Exhibit 4.3-1). The area to be leased (Figure 9.3-8) now consists <br />of a loading ramp, two loading tracks and a graveled area <br />sufficient in size to allow storage of coal and loading into cars <br />positioned on the two tracks. [n addition, a ditch and pond system <br />exists outside of the permit area to collect and divert all off- <br />site surface water around the loadout lease property (refer to the <br />Load Out Permit Revision (February, 1991) for detailed figures). <br />NCIG intends to make the foll~~wing modifications to provide for <br />efficient coal loading and dust and runoff protection. <br />The coal storage area, capable of storing up to 10,000 tons of <br />NCIG - Coal Ridge ~1 4-26 ABC/1145/910509 <br />;~ <br />
