The <br />straw has rolled up in the net matting and should be re- worked to provide an effective cover. <br />Zone 5 is the refuse pile and Zone 5 -A is the area where additional waste was placed on <br />the pile during reclamation activities in 2008. The pile is stable, there was no evidence of rilling <br />or gullying. Drainage from the pile flows into the gob pile pond. Vegetative cover is good, <br />although there are some patches of whitetop near the top of the pile. As with other reclamation <br />zones, rock boulders were scattered around the waste pile to create diversity and for small <br />wildlife cover. <br />Timber Storage Area (R.O.M.). This area is shown on Map 6A -5P in the bond release <br />application. Sylvester Gulch flows on the eastern side of this area, just below the road. The <br />reconstructed channel was observed during this inspection. Reconstruction of the channel has <br />been effective with no signs of erosion. The remainder of this area was not walked during this <br />inspection, but has been walked many times in the past. The area blends in very well with the <br />surrounding topography, is well vegetated and stable. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Drainage from the reclaimed areas is controlled through a series of ditches that lead to a series of <br />4 ponds on the southern end of the disturbed area. Drainage ditches are maintained; no problems <br />were noted. The channel cutting and erosion on the southern end of Zone 1 -A has been repaired, <br />but the rocks may need to be broken up to reflect the design criteria. Please certify that the <br />construction /repair is in compliance with the approved design. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />The width of the main haul road that travels from the guard house to the uppermost bench has <br />been reduced to approximately16 feet. The road is in good condition with well maintained <br />drainage ditches. There is a large dip near the uppermost reach in Zone 3 -C that is difficult to <br />navigate, but passable.
