July 1996 Monthly Report <br /> Page 3 <br /> An application for a Section 404 Nationwide Permit was <br /> submitted to the U.S. Army Corps of Engineers, after a site <br /> inspection by the Corps' district environmental engineer <br /> determining that a permit would be required to implement the <br /> work plan. <br /> Monitoring results are included for the June samples taken at <br /> this site. <br /> Longfellow-Koehler Mine Waste Project <br /> The impact of the work plan on the historical and cultural <br /> aspects of this site have been a concern at the San Juan <br /> County level although consideration is being given to the <br /> site's apparent impact on Basin water quality. SGC was given <br /> a Land Use Permit for implementation of the work plan after <br /> submitting the owner access agreements and committing to <br /> minimize the impact to the site's historical and cultural <br /> aspects by trying, if possible, to leave the mine dumps and <br /> structures in place onsite. <br /> Efforts were made to open the Koehler portal in order to <br /> contain and control the discharge water for source <br /> characterization and monitoring. During the course of opening <br /> the portal access road, an accident occurred which resulted in <br /> a dozer overturning. As a result, some diesel and motor oil <br /> drained onto the ground. This resulted in a potential spill <br /> occurrence which was reported. The spillage was contained and <br /> cleaned up with no apparent impact to waters of the State. <br /> This accident happened on July 17 , 1996. Work continued, <br /> after a short delay due to the accident, on opening the portal <br /> throughout the rest of the month. <br /> An inspection of the site was performed by the district <br /> environmental engineer of the U.S. Army Corps of Engineers to <br /> determine if the work plan required permitting under a Section <br /> 404 Permit. It was determined that a Section 404 Permit would <br /> be required and an application was submitted. <br /> Monitoring samples were taken towards the end of this month <br /> and will be included in the August report. <br /> London Mine Portals - Waste Dumps <br /> This is a "B" list project and no work has been done to <br /> implement the work plan or gain the necessary approval for <br /> this project. <br />
