July 1996 Monthly Report <br /> Page 2 <br /> through the end of July consists of; 1) construction of access <br /> to the tailings on the west side of the Animas River and south <br /> side of the South Fork of the Animas. Access was gained by <br /> installing twin 4 foot diameter culverts for a truck crossing <br /> on the South Fork of the Animas. 2) installing silt fencing <br /> across the drainages that might carry sediment to the Animas <br /> River during removal operations. In same areas, hay bale <br /> sediment traps were installed for temporary sediment control . <br /> 3 ) truck haulage of tailings to Tailings Pond #4 at the <br /> Mayflower Mill. Haulage started on July 29th and through the <br /> end of July a total of 3154 yards were hauled. <br /> Gold Prince-Mill Tailings <br /> SGC is still in the process of sorting out the conflicts of <br /> the cultural and historic aspects of this site with the <br /> remediation work plan. On the San Juan County level , the <br /> Planning Commission reviewed the recommendations of the <br /> Historical Review Committee through an appeal process <br /> initiated by SGC. The Planning Commission recommended the <br /> following: <br /> "That the plugging of the mine portal proceed as planned. <br /> That all buildings, tram structures, and foundations be left <br /> intact, with particular attention being paid to the tram house <br /> foundation. That consolidation of dumps be done and capped in <br /> place as close to the original dump as possible. That <br /> regulations for wetlands be followed. " <br /> SGC is reviewing this recommendation to see if a modified work <br /> plan or proposal can be designed and submitted for approval <br /> that meets these recommendations. <br /> With approval for bulkheading the mine portal , SGC opened the <br /> portal for inspection and selection of potential bulkhead <br /> sites. It appears that the majority of the tunnel discharge <br /> is flow from the near surface fracture system. Therefore, it <br /> will most likely take two bulkheads in this tunnel to <br /> accomplish the work plan goals. One bulkhead to force mine <br /> discharge water back to the Sunnyside Mine and one bulkhead to <br /> contain the near surface fracture flows within that system. <br /> On the State Historical Society level , the State Historical <br /> Preservation Officer (SHPO) required a site recordation to <br /> determine if the site qualifies for National Resister Status <br /> and whether the work plan will impact significant historic or <br /> cultural resources. An archaeology firm, experienced with <br /> mining, was retained for this recordation. The SHPO was <br /> contacted to review the work plan as a requirement to obtain <br /> Section 404 permitting for this project. <br />
