Environmental Benefits of Remediation: <br /> Based on site sampling, zinc loading is estimated at 0.4 <br /> pounds per day. This is a relatively small, amount as compared <br /> to other sites. Some of the proposed work is in or must be <br /> accessed through a wetland, or naturally wetland reclaimed <br /> mine waste. Arterfacts are scattered throughout the wetland <br /> and other areas. The mine dump is comingled with the mine <br /> portal/tram terminal building. Other structures lie outside <br /> the proposed work area. <br /> c_ Recommendations <br /> The committee considers that because the site has a high <br /> historic and cultural value, but low potential environmental <br /> benefit, only the minimum reclamation activities as may be <br /> necessary to meet permit release and legal requirements of <br /> Sunnyside Gold's consent decree be recommended. The committe <br /> notes the primary reason for reclamation at this site is to <br /> meet permit release requirements, not make a significant <br /> improvement in basin water quality. <br /> The committee would prefer only the Vroposed portal, and <br /> basic surface hydrologic controls, with no substantial moving <br /> or capping of dumps, or disturbance of the artifact debris <br /> field in the wetlands area. The committee, however, <br /> recognizes that such a minimal level of acti.vit may be <br /> unacceptable to the regulatory agencies involved, as well as <br /> to Sunnyside. <br /> It is suggested that Sunnyside contact the agencies involved <br /> to determined if a more minimal approach at this site could <br /> still meet the goals and requirements of both parties. <br /> If more substantial work along the lines of the proposed <br /> project plan are required, the committee recommends that: <br /> 1. Major dumps be left in place and capped to the <br /> minimum extent necessary. Capped dumps In place provide <br /> better interpretive value to the reclaimed site than <br /> moving them, and limits additional surface disturbance. <br /> 2. Excavation or filling near building remains should be <br /> kept sufficiently away from the structural remnants to <br /> prevent damage to them. <br /> 3. Co-mingled ores within the building should be left as <br /> they cannot be removed without undue cost or damage to <br /> the structure. Approval of this suggestion will be <br /> necessary from regulatory agencies. <br />
