Individual sites however, can also be assessed as <br /> to having more or less historic value. While this ig a <br /> somewhat subjective evaluation, it can be done in a formal <br /> fashion, as when the State Historic Preservation Officer or <br /> NPS determines the eligibility of a site for formal <br /> designation. <br /> The proposed environmental benefits of a reclamation project <br /> can also be estimated by sampling and other technical and <br /> engineering methods. Sunnysi.de has made such estimates for <br /> the above two projects in terms of metal loadings from the <br /> sites. It must be acknowledged that while such estimates axe <br /> made with the best techniques available, the actual long term <br /> environmental benefits to be gained cannot necessarily <br /> be determined prior to doing some or all of the work. <br /> Remediation work by its very nature has a generally negative <br /> impact on a pre-existing historic mining site. <br /> Using the above guidelines a number of general situations may <br /> be described as follows; <br /> a_ Site with high historic significance, but low <br /> environmental benefit when remediated. Suggest minimal <br /> disturbance of site. <br /> b. Site with low historic significance, but high <br /> environmental benefit when remediated. Larger <br /> disturbance acceptable- <br /> c. Site with high historic significance, and high <br /> environmental benefit when remediated. Remediation must <br /> be carefully designed to protect historic values. <br /> Actual. site evaluations are not going to be so simple. Many <br /> other outside factors may play a part such as regulatory <br /> requirements, economics, .landowner's rights and desires, <br /> legal or count mandated issues, etc. Ultimately a formal <br /> ranking system could be developed but this is outside the <br /> scope of this review. <br /> 3. cold Prince Project <br /> a. Historic & Cultural Value: <br /> The Gold Prince Mine/Mill is considered by the committee to <br /> have a relatively high historic value. The proposed project <br /> has potential for significant impact to historic assets. This <br /> site was also identified by the State Historic Preservation <br /> Officer as having some potential eligibility. The site is <br /> part of a major historic mine/mill/tramline complex. It's <br /> history ties directly to other historic and cultural sites at <br /> Animas Forks, a major interpretive area. The site contains <br />
