999 <br /> HISTORIC IMPACT REVIEW COMMITTEE RRCOM4ENDATIONS <br /> Applicant_ Sunnyside Gold Corp <br /> Project: (A) Gold Prince Mine Remediation <br /> (B) Kohler - Longfellow Mine Remediation <br /> 1. INTRODUCTION <br /> As part of it's comprehensive reclamation project, Sunnyside <br /> Gold Corp has proposed reclamation and hydrologic control <br /> activities at the above two sites. These projects are being <br /> reviewed for Historic Impact under section 3-105 of the San <br /> Juan County Zoning & Land Use Regulation. <br /> The sites were inspected on 2/19/96 by the Historic Imtpact <br /> Review Committee, (Jerry Ellis, Steve Fearn, Bill Jones) . <br /> Also attending was Beverly Rich of the S J County Historical <br /> Society. Sunnyside was represented by Larry Perino. <br /> 2. General Review Criteria. <br /> These are some of the first reclamation projects to be <br /> initiated under the Historic Impact Review process. <br /> Therefore a discussion of impact review guidelines and <br /> criteria is appropriate. <br /> Unlike other types land improvement activities, reclamation <br /> projects are a complex mixture of environmental, engineering, <br /> economic, and regulatoryy factors. These factors tend to both <br /> complicate and potentially limit the flexibility of the <br /> applicant in maki.nV land improvement choices. Legal issues <br /> regarding the applicant's work are also a factor, such as <br /> the consent decree with the State of Colorado_ <br /> The Historic Impact Review Committee is charged with <br /> identifying the impact to historic sites and structures by <br /> the proposed projects, and making recommendations to the <br /> applicant and Land Use Administrator as to means of <br /> mitigating or minimizing these impacts so as to protect <br /> historic and cultural assets. <br /> in the case of environmental cleanup activities related to <br /> historic mining sites, the committee is suggesting a general <br /> review criteria which tries to define the relative impacts <br /> and benefits to be derived by the proposed work. <br /> In this approach, the relative value of the historic site <br /> must be determined. All sites have some historic and cultural <br /> values, which today have increasing direct economic benefit <br /> in the recreation based economy. In addition, historic sites <br /> are Continually being lost due to natural deterioration and <br />
