Ms. Sarah Johnson <br /> Gold Prince Project <br /> Page 2 <br /> �ACRGROUND <br /> During the historical review process for the County and the Corps <br /> of Engineers permits, the potential contribution of the site to the <br /> cultural and historic aspects of San Juan County was recognized, as <br /> was the potential for work plan implementation to eliminate these <br /> historical attributes. The Section 404 permit application process <br /> required review by the State Historic Preservation Officer (SHPO) . <br /> The SHPO requested that the site be recorded for historical <br /> significance and that a determination be made on site eligibility <br /> for the National Register of Historic Places. Historical <br /> recordation was completed and submitted. SHPO concluded that the <br /> site is significant and eligible for the National Register of <br /> Historic Places, although a large portion of the site remediation <br /> project could be implemented as planned. Midden piles and the tram <br /> loadout structure were requested to be preserved (report and letter <br /> attached) . This preservation may conflict with stormwater <br /> reclamation requirements and is not economically feasible for a <br /> portion of the waste material removal project bordering the tram <br /> loadout. <br /> The San Juan County Land Use Permit application process also <br /> requires historical review. The Historic Impact Review Committee <br /> recommended minimal site reclamation. SGC appealed this <br /> recommendation to the San Juan Regional Planning Commission. Their <br /> revised recommendation was somewhat modified, but is still in <br /> conflict with SGC implementing the work plan to the degree <br /> necessary to meet all permit requirements (letter attached) . While <br /> there is an additional level of review by the Board of County <br /> Commissioners, it would not accomplish SGC's goals to proceed to <br /> gain County approval without also accommodating the SHPO's <br /> findings. The Section 404 permit for implementation of the Gold <br /> Prince Project was conditioned on notification from the Corps of <br /> Engineers that historic preservation requirements have been met. <br /> Therefore, SGC cannot proceed with the remediation work at this <br /> site, beyond placement of portal bulkheads, without reconciling <br /> these requirements. <br />
