Plans for <br /> the underground bulkheads within the Gold Prince adit were <br /> submitte by etter of September 3 , 1996. During the <br /> permitting process with San Juan County and with the United States <br /> Army Corps of Engineers, concerns were expressed for the management <br /> of historical structures and mining remnants on the Gold Prince <br /> property. A historical study has been completed and submitted to <br /> the interested agencies. The studies suggest minor adjustments to <br /> the manner in which SGC contemplates carrying out this mine <br /> remediation project. This letter describes SGC's approach to <br /> reconciling historical preservation with the mine remediation work, <br /> and seeks the WQCD's confirmation that the work, as described, will <br /> fulfill the objectives of the Consent Decree and CDPS Permit #CO- <br /> 0044768 and will allow for final release of the Stormwater Permit <br /> #COR-040061. <br /> SGC believes that the project, as described, is within the original <br /> Work Plan and will accomplish the same zinc loading reductions to <br /> the Animas River and tributaries as described in the Work Plan. <br /> Zinc reductions from the adit plugging will be as least as <br /> effective as the single plug previously described. In calculating <br /> the zinc loading reduction for the Work Plan, no reduction was <br /> attributed to mine waste pile consolidation. Therefore, the <br /> original zinc loading reduction estimate remains viable. <br /> Contemporaneously with the submission of this letter, SGC is also <br /> submitting a proposed additional "A List" project for the Ransom <br /> Portal near Eureka Gulch. To the extent there is any change in the <br /> zinc loading reduction at the Gold Prince Project, it will be <br /> substantially more than offset by the additional project at the <br /> Ransom Portal. <br />
