25 Avenue Site
AM -01 Adequacy Review
12. As discussed during the Pre - Operational inspection, please explain how the existing SW Ponds
offsets /shorelines will be increased to accommodate the installation of a slurry wall and to
achieve the proposed mining and reclamation offsets.
13. In the Mining Methods section, the Applicant states water from the "dewatering" trenches will
be circulated through a settling basin prior to it being discharged to the adjacent 35 Avenue
drainage ditch. Please indicate the location of the settling basin on Exhibit C -5 and provide
dimensions for the basin.
14. In the Earth Moving section, the Applicant states if stockpiles of topsoil and overburden are
inactive for more than one growing season they will be seeded with the fast growing grass seed
mixture provided. Please commit to seeding the stockpiles if inactive for 180 days.
15. In the Earth Moving section, the Applicant states since excavation will create 3H:1V slopes
during mining, and no highwalls will be created, slope stability will not be a threat to adjacent
properties. The Applicant must understand and acknowledge that any transgression of the '
sloping commitment will be considered a serious violation of the permit if it is approved and
issued.
16. In the Earth Moving section, the Applicant states setbacks from the mine pit top of slope to the
proposed permit boundary or man -made structures not owned by the Applicant will be 50 feet
or greater. For setbacks closer than 50 feet, an agreement will be obtained from the property
owner or an engineering stability analysis will be performed. Please revise Exhibit C -5 to
indicate the proposed offset distances and submit completed copies of the structure
agreements.
17. As discussed during the Pre - Operational inspection, please explain how the existing SE Pond will
be dewatered to allow for the construction of the separating berm and backfilling of northern
section of the pond.
6.4.5 Exhibit E - Reclamation Plan
18. In the General Overview of the Reclamation Plan section, the Applicant states since the
reservoirs may require routine maintenance and the reclaimed site will allow for limited public
access, access roads, trails, and public facilities may be left as part of the reclamation. The
Division will require the submittal and approval of a technical revision, per Rule 1.9, to revise
the reclamation plan for all future changes in the plan, not currently depicted, before the
changes are made at the site.
19. In the General Overview of the Reclamation Measures /Materials Handling section, the
Applicant states during reclamation activities, inlet and outlet works for the new reservoir may
be installed. If constructed prior to final release of the 25 Avenue Site MLRB permit, the
design specifications and plans for the facilities will be provided to the Division prior to
construction. The Division will require the inlet and outlet structures to be incorporated into
3
