These would be temporary structures to keep refuse material from flushing down <br />the permanent rock lined ditch, and would allow NECC better ability to retain this material on the pile. <br />Construction of temporary rock dams in this ditch is acceptable to the Division is in compliance with the <br />construction designs of the RDA (PAP section 2.05.3(8), Exhibit 30) <br /> <br />ROADS Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br />RDA access is well maintained. Care needs to be taken when grading this road not to push road material in front <br />of RDA access road culverts. Culverts were checked, and all (C40, CB, C39, C45, and CA) were found to be <br />unobstructed. <br /> <br />A water truck was watering the haul road in the facilities area during the inspection for dust mitigation. <br /> <br />REVEGETATION Rule 4.15 <br /> Vegetative Cover; Timing: <br />Seeding of the Cell tower location on the east side of the RDA is needed. Seeding of the topsoil stockpile with a <br />stabilization mix is needed to minimize invasion by weed species on to the topsoil resource. <br />Seeding or gravel of the slurry well area is needed to minimize invasion by weed species and stabilize the surface. <br /> <br />NECC continues weed control efforts. Some Scotch thistle that apparently had not yet taken up the herbicide were <br />noted at the West portal area. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />NECC is constructing the ramp east of DWDA#2 to access the Conveyor. A portion of conveyor was hauled to <br />this location during the inspection. <br /> <br />OFFSITE SUPPORT FACILIITES - Rule 4.04, 4.28: <br />The load out was inspected on 6/19. Bobby Steele met the inspector at the load out. The contractor at the load <br />out, Robinson Trucking, was installing a track scale at the west end of the track by the loading structure. This <br />work was all within the disturbed area rail ballast and no new disturbance was created. <br /> <br />Sediment control throughout the load out area was intact and all berms in place with no breaches. A crew was on <br />site cutting down vegetation around the track and conveyor. NECC has been implementing weed control as well. <br />The operator needs to remove some spillover coal from the north side of the concrete wall. . The Berm on the <br />north side of the permit area has been improved as well. <br /> <br />The load out contains a large pile of coal, that is close to the approved storage capacity. The operator control the <br />dust off the pile using Maxxlink LX100 emulsifier This solution forms a crust on the coal stockpile surface and is <br />effective in minimizing dust.
