NECC is not discharging from this pond. In the event that NECC needs to discharge, the water <br />will be filtered through a filtration system, to meet effluent limits, prior to being discharged. <br /> <br />Pond 8 was holding a pool of water but was well below discharge elevation. <br />Pond 6 is still in the process of drying out prior to lining this pond. NECC is not currently using pond 6 for <br />process water. <br />Pond 1 was holding water and w <br />meter has not yet been installed on the outflow pipe. NECC is excavating adjacent to the pipe to install the flow- <br />meter. <br /> <br />SAE containment areas have not yet been cleaned of sediment. Containment areas 5 and 3 need to be cleaned of <br />sediment this year. <br /> <br />Ditch D26 has not yet been extended to the west as approved Upland diversion ditch D18 is clear and well <br />defined. <br /> <br />Pond 4 was dry. NECC had repaired the concrete spillway to the Purgatoire River. The old structure was <br />removed, the discharge pipe cut back (north) into the embankment, and reconstructed so that the river remains <br />well South of the structure. Two large boulders were placed immediately upstream of the concrete structure but <br />not in the river, to provide buttressing. This repair is acceptable. (photo 4) <br /> <br />Ditch D6 on the west side of the subsoil storage area has filled with sediment at the southern extent of the ditch. <br />NECC cleaned out Ditch D6 and the inlet to Culvert C3 within an hour of the inspector noting the concerns with <br />Ditch D6. Ditch D6 was in compliance with the design during the inspection. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br />NECC continues to place refuse material on the RDA. NECC has been placing waste material towards the <br />southern portion of the pile to bring the elevation up level with the northern portion of the pile. NECC continues <br />to compact the refuse material in accordance with the design. NECC plans to place Development waste material <br />towards the face of the pile to provide improved cohesion due to the larger sized material. This material will be <br />compacted in lifts in conjunction with the prep plant refuse material. Compaction requirements will be <br />maintained. Careful blending at the interface of the development waste material and prep plant waste will <br />minimize creating a zone of weakness between the materials. <br /> <br />The location of the conveyor is beginning to create a trough where NECC has not added refuse. Careful <br />management of runoff off the pile is needed to keep this low spot from concentrating flow in the event of a large <br />precipitation event. <br /> <br />Bobby asked if NECC could place rock check dams in the west side temporary ditch at the interface of the refuse <br />and the hillside.
