June 18, 2012 C-1981-014/Southfield Mine JHB <br /> <br /> <br /> <br />Ditches throughout the mine site are in good condition. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />The RDA appears stable. The vegetation on the RDA is very dry due to dry conditions. No gullies were observed <br />nor are there any new erosional features forming. <br /> <br />The animal trail on the NW corner of the RDA that the landowner was concerned with in 2011 as a gully location, <br />is healed over and no sign of this trail was visible this growing season. (Photo 9) <br /> <br />ROADS Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />No problems were noted with the access roads throughout the mine site. Water bars on the access road to the <br />Refuse Disposal Area have filled in. Water is not down cutting this steep portion of the road at this time. <br /> <br />The northern portion of the access road to the Monarch fan has runoff concentrating at the lower end. This <br />concentrated flow is cutting into the edge of the road. This initiation of a gully is located outside of the GEC <br />permit area, and is within the Southfield permit area. The beginning of the gully is located east of the orange <br />painted t-post marking the Southfield disturbance boundary. (photos 17 and 18) Energy Fuels will need to <br />disperse this concentrated flow, and repair the initiation of the gully to impede further cutting into the access road. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Energy Fuels has a technical revision under review with the Division regarding a change to the Ponderosa-Pinyon- <br />juniper reference area (Reference Plot B). The inspector once again tried to locate the extent of Reference plot B. <br /> <br />The corners of the reference area are marked with orange painted T-posts. The southwest corner is marked with a <br />southeast corner was located, marked with an orange painted t-post <br />approximately 20 feet north of the reclaimed explosives area. The SE corner post is on the edge of brushy <br />oakbrush/pinyon community. The inspector tried to locate the NE corner post by walking 30 degrees from the SE <br />corner post. This east side of the plot is very steep with oak brush, mountain mahogany, and pines along the <br />course. The inspector did not encounter the NE corner post. The NW corner post was located. This post is an <br />orange painted t- side of a grassy <br />reclaimed area approximately 200 ft. from a reclaimed historic mine portal (Peacock Mine?). <br /> <br />The area within the Reference Plot B is patchy with a couple of drainages crossing through the reference area, <br />some rocky bare areas, an apparently reclaimed road to the historic mine portal, some grassy openings, as well as <br />brushy oakbrush, pinyon pine, juniper, and some ponderosa pine. The understory is composed of fairly sparse <br />grasses and forbs. <br /> <br />REVEGETATION Rule 4.15 Vegetative Cover; Timing: <br />Native vegetation is the area is showing evidence of Juniper mortality.
