WrW and hrad M facilities, a coal propuafm paant and associated refuse piles, and
maintenance, warehouse and office facitigas.
Since 1991 when the mine was shut down, MCR, through various land exchanges, has
namsfcrnd ownership of portions of the Coal Basin property to the U.S. Forest Service and
Bumu of LwW Management. The remaining portion of the property, which is the focus of this
Work Plan, includes approximately 405 saes. This area includes: (1) the main yard area
including the maintenance shag, preparation Plant, warehousing and $ ra8e facilities and office
building, (2) the Sutey and other refbae pales, and (3) the valley floor along Dutch Creek
between the portals of the twin haulage tunnels and the main yard (Figure 1).
1.2 Purpose and Scope
The purposes of the proposed Environmental Assessment are two-fold: (1) to document
e isft environmental site conditions within the 405-acre area as detailed above, and (2) to
identify and evaluate possible environmental liabilities associated with the property, whether they
are real or perceived. In this regard, the Work Plan focuses on the identification and evaluation
of potential environmental liabilities through a detailed site inspection, and limited sampling and
analysis. Conditional on the results of the initial evaluations, additional investigations may be
proposed if environmental liabilities are identified through the environmental assessment process.
1.3 DocusseAed and Perceived Fuvironnental Concerns
Many historic misting operations in the western United States have resulted in
environmental impacts, that in some uses, are quite, extensive and costly to resolve. Hard-rock
mining operations (gold, silver, and lead in particular), frequently result in contamination of
soils and ground water with heavy metals, and uncontrolled releases of acidic surface-water
discharges.
- 2 -
S0'd H'SH/Ulb 9$T9696£0£ 6T=90 966T-9T-b0
