The impacts associated with low-sulfur coal mining operations, such as those at Coal <br /> Basin, howwec, are typdoauy limited to the v7=ted surface disturbances, and, secondarily. to <br /> potential impacts associated with the handling and disposal of liquid and solid wastes generated <br /> through ancillary activities such as maintenance of mining equipment. <br /> DaMMIUNdLMMM <br /> Few docummtied environmental problems, other than those associated with the <br /> disturbance of the land surface, have actually been identified at this site. Other concerns that <br /> have began identified, including PCB-containing transformers and asbestos insulation that were <br /> removed f= the site, have been resolved. Remaining environmental concerns that have not <br /> been folly addressed include the following: <br /> • Soil samples collected downgradient of the Maintenance Shop by DMG in November, <br /> 1995 contained elevated levels of petroleum hydrocarbons. Based on laboratory results <br /> from a water sample collected from a seep directly downgradient of the shop, ground- <br /> water quality appeared to be unaffected; however, laboratory data were inconclusive <br /> because of QA/QC problem (DMG, December 18, 1995). <br /> The soil samples were collected in the vicinity of the former location of several <br /> underground storage tanks which wen removed by MCR in the early 1990s, While <br /> some degree of soil contamination was documented in the closure report submitted to the <br /> Colorado Department of Health (CDR) by MCR, it is also possible that soil <br /> contamination identified by DMO could be the result of historic waste disposal practices <br /> associated with operation of the maintenance shop/preparation plant facilities. <br /> • Black surface-water discharge from the mine haulage tunnels into Dutch Creak was <br /> reported in the winter of 1989. This release was apparently related to problems with the <br /> operation of the 016 sedimentation ponds. Flom the winter of 1989 to the spring of <br /> 1990, MCR reportedly received a Cease&Desist order from CDH, a Show Cause order <br /> from DMd, and three hydrologic Notices of Violation. <br /> - 3 - <br /> 90'd 99T9696£0£ 6T:20 966T-9T-b0 <br />
