s <br /> Section II (continued) <br /> Page 2 <br /> 3) The AIK pond was filled with waste material and snow at the time of the inspection. <br /> The dewatering pipe was not visible. Some water was seeping through the dewatering pipe. <br /> This must be cleaned as soon as possible. <br /> 4) The berm along the north end of the preparations plant bench needs to be built <br /> up almost directly north of the PIK sediment pond. Evidently, the berm was pulled down when <br /> removing a piece of equipment. In addition, the junk along the berm and below should be <br /> cleaned up. <br /> 5) A small pile of coal waste near the head of the perimeter ditch must be cleaned up. <br /> 6) The concrete ditch along Coal Creek near the wash plant must be cleaned out. <br /> 7) Water was ponding in the ditch below the main coal stockpile and some material <br /> had sloughed into the ditch. This ditch must be cleaned so it drains properly. <br /> 8) Sediment must be cleaned from the bus garage pond (008) . <br /> 9) The outlet from pond 007 was partially covered by sediment. Runoff water had <br /> entered the pond at the outlet end, resulting in deposition on the dewatering device. The <br /> drainage must be repaired so water enters the pond on the site opposite the dewatering pipe <br /> and the sediment must be cleaned from the pond. <br /> 10) The berm along the south side of the old strip pit had been pushed down during <br /> snow removal. This berm must be rebuilt to avoid excessive erosion of the slope below the <br /> bench. <br /> 11) The edge of the mine #2 bench must be regraded or a berm built between the concrete <br /> barriers so runoff doesn't flow over the slope below. <br /> 12) The ditch on the north side of the mine #3 bench must be cleaned. <br /> 13) In the process of stockpiling mine #2 coal, the protective berm below was over- <br /> topped and a small amount of coal spilled over into the undisturbed area. There appeared <br /> to be no environmental problems associated with this since the surface below the berm slopes <br /> toward the stockpile. To insure there are no problems with runoff from this area, the <br /> operator should build a straw dike near the southeast end of the pile. In addition, no <br /> additional coal is to be stockpiled on the south side of the stockpile and, once the stock- <br /> piled coal is shipped, the coal must be cleaned from the undisturbed area. <br /> 14) The upper two sediment ponds below the preparations plant and refuse pile need <br /> to be cleaned as soon as possible. The upper pond was almost completely filled and the <br /> second pond was approximately half-filled. <br /> 15) The loadout sediment pond was observed to have a milky substance in it. Mr. <br /> Bowman stated in a phone conversation on May 24, 1982, that the substance was a latex <br /> compound used to protect the coal from blowing off a unit train. The operator must provide <br /> the Division with information on any potential toxicities associated with this material <br /> and dispose of the material following a plan approved by the Division. <br />
