SHELTON, Director
Richard D.Lamm
Governor I
r
DATE: February 22, 1984
TO: Jim Herron
FROM: Jim Pendleton
RE: Mid-Cont nt Resour Inc. - Proposed Sealing of Rock Tunnel Adits
Pursuant to your request, I have reviewed Mid-Continent Resource, Inc. 's,
response to Stipulation No. 4, placed upon Permit No. C-017-81 . This
stipulation required the development of a plan to seal the rock tunnel adits
at their coal basin mine complex.
The applicant proposes the installation of four sets of 8' thick concrete
seals, keyed into bedrock. Seals are proposed near the adit surface opening
and slightly downgrade from each of three identified aquifers, the Cozzette,
Rollins, and Middle Sandstones .
I have reviewed the geotechnical design calculations performed by the
applicant to size the seals. I find these calculations to be in conformance
with the prudent state-of-the-art.
I recommend that you have your team hydrologist, Roy Cox, briefly review the
applicant' s choice of seal locations in reference to the aquifers. I also
recommend that the operators projections of worst possible hydraulic head
development be reviewed by Mr. Cox. Assuming that the hydrologic review
concurs with the applicant's assumptions, I recommend approval of the proposed
rock tunnel adits sealing plan.
/ep
cc: Brian Munson
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
