SHELTON, Director <br /> Richard D.Lamm <br /> Governor I <br /> r <br /> DATE: February 22, 1984 <br /> TO: Jim Herron <br /> FROM: Jim Pendleton <br /> RE: Mid-Cont nt Resour Inc. - Proposed Sealing of Rock Tunnel Adits <br /> Pursuant to your request, I have reviewed Mid-Continent Resource, Inc. 's, <br /> response to Stipulation No. 4, placed upon Permit No. C-017-81 . This <br /> stipulation required the development of a plan to seal the rock tunnel adits <br /> at their coal basin mine complex. <br /> The applicant proposes the installation of four sets of 8' thick concrete <br /> seals, keyed into bedrock. Seals are proposed near the adit surface opening <br /> and slightly downgrade from each of three identified aquifers, the Cozzette, <br /> Rollins, and Middle Sandstones . <br /> I have reviewed the geotechnical design calculations performed by the <br /> applicant to size the seals. I find these calculations to be in conformance <br /> with the prudent state-of-the-art. <br /> I recommend that you have your team hydrologist, Roy Cox, briefly review the <br /> applicant' s choice of seal locations in reference to the aquifers. I also <br /> recommend that the operators projections of worst possible hydraulic head <br /> development be reviewed by Mr. Cox.
