Box 158 <br /> Carbondale, Colorado 81623 <br /> RE: Stipulation No. 4 Response - Sealing Rock Tunnel Adits, <br /> File No. C-017-81 <br /> Dear Mr. Bowman: <br /> The Division has completed a review of the proposed plan for sealing the <br /> aquifers in the Rock Tunnel Adits . Seals are proposed near the adit surface <br /> opening and slightly downgrade from each of three identified aquifers; the <br /> Cozzette, Rollins , and Middle Sandstones. The geotechnical design <br /> calculations are in conformance with the prudent state-of-the-art. However, <br /> additional seals above the three identified aquifers will be needed to prevent <br /> ground water from entering other strata between the seals. <br /> As presently designed, the Rock Tunnels would eventually be completely filled <br /> with water between the seals. Of particular importance is sealing-off the <br /> tops of the Rollins and Middle Sandstones . Without these seals, water from <br /> the two aquifers would eventually enter the mine workings. A revised plan for <br /> sealing the rock tunnels should be submitted as soon as possible.
