-3- <br /> 3) Ground water seepage from the refuse and development rock piles and <br /> their associated sediment ponds <br /> Chemical parameters that should be addressed especially as they relate to the <br /> low flow regime are: <br /> 1 ) TDS and/or conductivity <br /> 2) Sulfates <br /> 3) Sodium Absorption Ratios (SAR) - where data is available <br /> 4) Flow - as increased by mine discharges and depleted from water uses <br /> for the mine complex <br /> Chemical parameters that should be addressed especially during high flow <br /> regimes are: <br /> 1 ) TSS <br /> 2) Iron concentration - (a trend has been identified where iron <br /> concentrations are high during spring runoff events) <br /> During review of the water quality description and Probable Hydrologic <br /> Consequences of Mining in the permit application, it was noted that no mention <br /> has been made of the potential for coal fines generation during spring runoff <br /> due to the melt of snow layered with air carried particulates emitted <br /> principally from the thermal dryers. The Division realizes that this <br /> contribution is not quantifiable but surely leads to an increase in dissolved <br /> and suspended constituents in spring runoff. A description of any impacts <br /> possible from the thermol dryers - by air carried particulates should be <br /> included in the PHC. Also, if any analyses are available of the quality or <br /> quantity of emission from the thermo dryer this should be included within the <br /> water quality description. <br /> For a comparative description of mining impacts versus the pre-mining <br /> condition, the Bear Creek sampling station can be used as baseline. <br /> In the report, the operator needs to describe the type of laboratory procedure <br /> used for metals analysis and describe the method used to sample ground water <br /> wells. <br /> Section 3 - Review of Revisions <br /> The following revisions have been noted from the Division' s files in addition <br /> to those submitted by Mid-Continent on November 43. 1985. They are numbered to <br /> allow insertion in the present numbering scheme. <br />
