Please insert as Vol . 1 , Chapter 1 , revised pages 1-8 of the
permit.
Item 2. Re. Secondary Spillways
A separate request for technical revision has been submitted.
Item 3. Re. Reclamation Bond
Prior to resumption of active mining, Mid-Continent will submit a
re-appraisal of the property which is the collateral for the
reclamation bond.
As mutually agreed upon between Mid-Continent and MLRD, the
detailed calculation sheets will not be included in the permit
application. Appendix V-D-1 in Vol. 8 , which contains the 1986
MLRD calculations will be removed from the permit. A summary of
the calculations by major reclamation tasks will be included as
revised pages 42 and 43 in Chap. V of Vol. 8. These pages are
included at Attachment III-3 .
Item 4. Re. Hydrology
4 (a) . Re. Sediment Control Structures
Reference tables have been prepared to assist in locating surface
water and sediment control materials in the permit. They are
included at Attachment III-4-A. Mid-Continent proposes that these
tables be placed in the "Hydrologic Control Plan" at Vol . 3 , App.
II-B-7 as pages ii-xiv.
Included are a listing of (1) sediment ponds within each of the
major disturbed areas, (preparation plant area, rock tunnel area,
Sutey refuse disposal area and portals) , together with the location
of relevant materials in the permit, and maps; (2) Indices of
sediment control facilities and structures within each of the major
disturbed areas, referenced by the appropriate volume and section,
and the number of the first page on which these materials are
found.
The Division has requested that copies of drawings and calculations
which are not clearly legible should be replaced. Mid-Continent
has noted that the difficulty is with calculations done by Geo-
Hydro, later Golder & Associates, a consultant used extensively for
the work done in and after 1984 in connection with modernization of
the mine. The consultant submitted these calculations to Mid-
Continent in the same form as they appear in the permit, and they
had been done with pencil or light colored pen on cross-hatched
paper. We have attempted to find more legible copies of many of
these pages and then to improve or darken the copy quality.
Mid-Continent Resources
Mid-Term Review
Responses - 6/91 2
