INTEROFFICE CORRESPONDENCE <br /> To John Turner <br /> From Scott Jones <br /> Date, April 10, 1990 <br /> Subject: Inspection of Coal Basin Refuse Pile and Rock Tunnel Waste Pile <br /> First Quarter, 1990 <br /> On Mach 30, 1990 an inspectior, was made of the Mid-Continent Resources <br /> Sutey Coal Refuse Pile and Rock Tunnel Waste Pile The inspection was <br /> made by myself, a Registered Professional Engineer in the State of <br /> Colorado. I have had over eight years experience in the design, construction <br /> and operation of refuse piles, Lew Pon Thompson, Mid-Cortinent`s <br /> Environmental Coordinator accompanied me during this inspection. <br /> The purpose of this inspection was to ensure that, the refuse piles were <br /> beina constructed according to the approved designs and the requirements <br /> of Rules 4.9 and 4, 10 of the Colorado Mined Land Reclama`ion Board and <br /> 30CFR 77,2115 of the Mine Safety and Health Administration, The inspection <br /> included observations of structural stability, compaction procedures and <br /> hydrologic control, <br /> Sutey Coal Refuse Pile <br /> At the time of the inspection the Sutey Coal Refuse Pile was receiving <br /> refuse from the preparation plant, Refuse was being disc";arged from the <br /> conver belt located at the north end of the pile. From the conveyor belt <br /> discharge point, a pad has been built with refuse in order for the heavy <br /> equipment to access the end of the belt conveyor Refuse material is <br /> subsequently pushed from this pad, down the slope, to the existinq edge of <br /> the refuse piie. The refuse was being pushed out in lifts a'proximately one <br /> to one and half feet thick by a Caterpillar D-S Dozer. The dozer was making <br /> five to seven compaction passes over the lifts after, initial placement, <br /> A walk around of the entire area indicated that all of the site drainage <br /> structures including the under-drain were functioning properly. Outslopes <br /> that were topsoiled last year were in good shape with no apparent rills or <br /> aullies, Areas that were topsoiled and seeded last fall were showing new <br /> signs of growth, <br />
