Of
!NdT[RC'lCC CCRRl=JPC'hlG'ChVC
To John Turner
From. Scott Jones
Date: June 28, 1990
Subject; Inspection of Coal Basin Refuse Pile and Rock Tunnel Waste Pile
Second Quarter, 1990
Or, Jul 28, 1990 an inspection was made of the Mid-Continent Resources
Sutey Coal Refuse Pile and Rock Tunnel Waste Pile The inspection was
made by myself, a Registered Professional Engineer in the State of
Colorado I have had over eight years experience in the design, construction
and operation of refuse piles. Lew Pon Thompson, Mid-Continent's
Environmental Coordinator accompanied me during this inspection.
The purpose of this inspection was to ensure that the refuse piles were
being constructed according to the approved designs and the requirements
of Rules 49 and 4 10 of the Colorado Mined Land Reclamation Board and
30CFR 77 2115 of the Mine Safety and Health Administration. The inspection
included observations of structural stability, compaction procedures and
hydrologic control,
At the time of the inspection the Sutey Coal Refuse Pile was receiving
refuse from the preparation plant Refuse was being discharged from the
convey belt located at the north end of the pile. From the conveyor belt
discharge point, a pad has been built with refuse in order for the heavy
equipment to access the end of the belt conveyor. Refuse material is
subsequently pushed from this pad, down the slope, to the existing edge of
the refuse pile. The refuse was being pushed out in lifts approximately one
to one and half feet thick by a Caterpillar D-8 Dozer, The dozer was making
five to seven compaction passes over the lifts after initial placement.
A walk around of the entire area indicated that all of the site drainage
structures were in good operating condition. The first lower pond was
scheduled to be cleaned within the next two weeks. The new extension
pond is scheduled to be constructed this fall, Also, the State Health
Department has indicated that the underdrain must be a permitted outfall.
The operator has decided to re-route this drainage to the lower ponds. A
Technical Revision to the permit is to be submitted in'the near futur^
